Event regulation

This is the official invitation to all National Chess Federations for participation in the FIDE World Junior Chess Championships 2022 (for Open & Girls under 20) which will be held in Sardinia, Italy from October 11 to 23, 2022.
The Championship will be organized by UniChess in collaboration with Emmedi Sport ASD, under the auspices of the Italian Chess Federation and International Chess Federation (FIDE).

2.1 Each National Federation can enter one (1) player born on or after 1 st January 2002 in each of the open and girl categories, totalling a maximum of two (2) invited players. 

2.2 Players with a personal right, according to FIDE rules, will also be accepted as invited players; 
Subject to age, entitled to participate are:

  1. The top 3 players of the previous edition of FIDE World Junior Championships. 
  2. The Continental Junior Champions of the year preceding this edition. If a Continent did not organize a Continental Junior Championship, then the Continental Under 18 Champions of the year preceding this edition.
  3. The first three players in the starting list of both the Open and Girls tournaments, using the current rating list when the tournament starts. If two or more players have the same rating and title, then among the tied players, the player whose rating in the preceding rating list is higher shall receive the personal rights status, even if this is contrary to the order in which the names appear in the starting list. If this does not break the tie, this process is repeated, using progressively older rating lists, until the tie is broken.
  4. World Youth U18 and U16 champions of the year preceding this edition

2.3 In addition to the players mentioned at 2.1 and 2.2 above, FIDE member federations shall have the right to send additional players.

2.4 In order to ensure proper tournament standards, all invited players and all additional (extra) players must submit their registrations through their national federations until 25th September 2022 (registration deadline).

3.1 Entry forms must be filled by the National Federations and returned to the Organizing Committee not later than 25th September 2022. This date is the registration deadline. 
All federations must use the official registration form provided by the organizers and send it to fideworldjunior2022@gmail.com 

3.2 The complete registration form must include all the information required in the form. It must also include the name and telephone / e-mail / fax number of the person in charge of the Federation. 

3.3 All travel expenses must be paid by the participants or their National Federations. 
Bus transfer from Olbia international airport to the official hotel on arrival / departure dates must be reserved by e-mail to fideworldjunior2022@gmail.com until 25th September 2022.

3.4 Every player (invited, additional or by personal right) and every accompanying person must pay an organizing fee of 100 € (euros) at the moment of their registration (until September 25th 2022). This obligatory payment includes accreditation for access to the tournament hall, bus transfer from Olbia international airport to the official hotel (to be booked by September 25) and its prepayment represents a confirmation of participation.

3.5 Players will not be paired until all payments of their federation have been fulfilled.

4.1 FIDE Entry fee: All federations shall be required to pay FIDE Entry Fees for players directly to FIDE as stipulated by the FIDE Financial Regulations. According to regulations FIDE fee is EUR 70 for first player per each category from each federation and EUR 140 for each additional player. except the defending champion.

5.1 Full board accommodation will be offered in Palmasera Resort 4* in Cala Gonone and booked by the organizing committee. 
Free WiFi connection to all participants is arranged.

5.2 Free accommodation and full board will be provided to the invited players from October 11th (Lunch) to October 23rd (breakfast). 
Invited participants will be accommodated in double rooms in the official hotel

5.3 Every participant accepted as an additional (extra) player and all accompanying persons have to make their registration and bookings through the Organizing Committee. 

5.4 Hotel payments for all extra players and accompanying persons must be made to the bank account 50% by the registration deadline of 25th September 2022, and the rest 50% should be sent to the Bank account before arrival and settlement. 
All payments must be made in Euros (€). 
No future payments of hotel bills will be accepted. 
Payments for accommodation must be deposited at the following bank account (see the "Registration" page)
All payments to the Organizing Committee must be done considering bank transfers’ costs borne by the sender.

5.5 Lodging for additional extra players and accompanying persons will cost as follows and will be booked following the FCFS basis (see the "Hotel" page)

5.6 All Participants are obliged to stay in official hotels and bookings must be done through the organizers only. 

5.7 As soon as the payment transfer is confirmed, the organizing committee will send to the respective chess Federation the confirmation of the hotel reservations. Also all confirmed registrations will be declared on the official website, where Federations may check their participants' situation on a daily basis 

5.8 Playing venue will be the Palmasera Resort 4*

5.9 City tax is not included and the amount will be communicated along with the hotel 

6.1 Entry fees (to be paid by September 25) include a transfer from/to Olbia International Airport.
Other airports are not served, but private transfer with additional fees can be arranged.

8.1 The tournament will be played according to the Swiss System in 11 rounds. 

8.2 The time control is 90 minutes for the first 40 moves, followed by 30 minutes for the rest of the game, with an increment of 30 seconds per move starting from the 1 st move. 

8.3 No draw offers are allowed before 30 moves by both players, without the consent of the arbiter. All other regulations apply as per FIDE Handbook, including 15 minutes default time.

8.4 Tie-breaks: If two or more players are tied, the following tiebreaks will be used 

  1. Results of direct encounters between the tied players (applies only if all tied players have played each other)
  2. Buchholz Cut 1, 
  3. Buchholz, 
  4. The greater number of games played with black 
  5. The Greater number of wins. 

8.5 FIDE Titles and Norms shall be awarded according to the FIDE Title regulations and FIDE Table for Direct Titles in the FIDE Handbook

8.6 FIDE over the board title norms are also possible for the other players based on their performance and their opponent’s titles/ratings as per FIDE Handbook requirements. 

8.7 All players will be given diplomas for participation. 

8.8 The total Prize Fund for the whole tournament, for Open and Girls Categories is 10.000 Euros. 

8.9 Prizes will be paid by bank transfer within a week from the end of the tournament (following local financial laws it is forbidden to pay prizes in cash).
Three places in every category will be awarded with medals and trophies.

1st place: 3,000.00 € + gold medal (Open tournament); 2,000.00 € + gold medal (Girls tournament)
2nd place: 2,000.00 € + silver medal (Open tournament); 1,250.00 € + silver medal (Girls tournament)
3rd place: 1,000.00 € + bronze medal (Open tournament); 750.00 € + bronze medal (Girls tournament)
4th to 10th place: Trophies (Open & Girls tournament)
All participants: Diplomas (Open & Girls tournament)

9.1 Protests against decisions of the Chief Arbiter or his assistants must be submitted in written form to the Chairman of the appeals committee within 30 minutes after the completion of the respective game. The player may appeal even after signing the scoresheet. The protest must be accompanied with the sum of 200 € as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the FIDE. 

9.2 Appeals Committee will be announced later.

10.1 The Chief Arbiter will be announced later 

10.2 FIDE Technical Delegate will be announced later.

11.1. All participants applying for a visa must send the copy of the passport (the pages with the photograph and main data) and a confirmation from their Chess Federation before 15th August 2022. 

11.2 The Tournament Director will supply official letters of invitation only after all the payments are affected (registration and accommodation fees for every member of the delegation). 

11.3 All participants are required to apply for a Sports Visa in the respective Italian Embassies. Please note E-Visa may not suffice.

12.1 In the months of October weather in Cala Gonone will be rather fresh and the temperature around 25/30° C.

13.1 In Italy the power plugs and sockets are of type F and L. The standard voltage is 230 V and the standard frequency is 50 Hz.

14.1 The local currency is the Euro. 

15.1 Type of Clock: DGT 3000 

15.2 Dress Code: As per FIDE Norms 

15.3 Electronic Devices, Wrist Watches & Pens: Mobile Phones, Electronic Devices, Wrist Watches (all types of wrist watches) are prohibited inside the tournament hall.
